John Quill was shown a red card in the 70th minute of England and USA's World Cup match on Thursday afternoon.
Cork-born Quill, who was playing at openside for USA, hit Owen Farrell with a shoulder to the head.
Speaking on eir Sport's coverage of the game, former Ireland international Peter Stringer called it a "cheapshot".
Referee Nic Berry said on the pitch, "No attempt to use the arms. Direct shoulder to the head. It's high danger. There's no mitigation, so it's going to be a red card".
Though there have been numerous dangerous high tackles during the World Cup, it was the first red card of the tournament. Earlier in the match, England centre Piers Francis went unpunished for a high tackle on a USA player.
Farrell, who had entered the game 20 minutes earlier, did not leave the pitch for a head injury assessment.
"I think he is missing half his nose so I’m sure it’s out there and I just hope it doesn’t end up on the BBQ tonight," England head coach Eddie Jones told BBC 5 Live after the game.
Quill, who previously played for Dolphin, Munster A and the Ireland U18s, made his USA debut seven years ago.
England won Thursday's game 45-7.
