The Leicester centre would be expected to make a big impact if he were to arrive in the Top 14 but Toulouse will be hoping that he puts his injury troubles of last season behind him.
With players such as the Armitage brothers and Nick Abendanon flourishing in France, it may be the right time for Tuilagi to leave Leicester, particularly after his recent disciplinary problems have seen him ruled out of the World Cup by England coach Stuart Lancaster.
