I'm sure there's a good explanation of this but as Off the Ball's Ciaran Murphy explained when he tweeted the picture, none is given in the Munster Express.

Perhaps the man is in fact a member of the golf club who happens to be employed as a mime artist and simply didn't have time to change out of his work clothes before the ceremony. Maybe he was just the entertainment on the night. I hear mime is making a big comeback in the east of Munster.
