Armagh's Shanks, a three-time finalist who lost to Westmeath's McCarthy in a heartbreaking 21-20 third game in last year's final, rode the storm against a hot-shooting Martin Mulkerrins of Galway in his semi-final.
Shanks lost the first 21-7 but rallied to win 21-12, 21-16. The Lurgan right-hander was clearly stung by that loss and he showed what the win over Mulkerrins meant to him when he nailed the final point.
The finals will take place before a 1,000-strong sell-out crowd in Kingscourt, Co Cavan in two weeks' time.
