The controversial black card measure used in theory to stamp out cynical fouling in Gaelic football was passed by congress today by a margin of 70.82% to 29.18%. The law will come into affect from January 1st 2014. If a player is issued a black card then he must be replaced by another player. If a team recieves three black cards in a game then any subsequent cards will see a player leave the pitch with no replacement. The offences punishable by a black card are defined as:
To pull down or deliberately trip an opponent and deliberate body collisions, provocation, verbal abuse and threatening gestures and to remonstrate in aggressive manner with a match official.
