Looking back on cup finals of past, the Carabao Cup, or League Cup, has produced more stalemates leading to spot-kicks in comparison to the FA Cup.
The last FA Cup final penalty shootout came all the way back in 2006. So it's not as common as you think. There have been five shootouts in the League Cup since then.
