'Popeye' was a name that spelt fear and dread for thousands of Colombians during the time of famed drug lord Pablo Escobar. For that was the name of Escobar's most feared enforcer, a man who it is said killed hundreds of people with his own hands and ordered the deaths of thousands more.

'Popeye', or John Jairo Velásquez, spent over twenty years in prison. Now he is trying to make a career out of Youtube videos in which he tries to warn people about the dangers of becoming criminals. This has been controversial, with relatives of some of his victims distressed that he is back in the public spotlight.

And in a bizarre video that has been circulating the Internet, 'Popeye''s latest piece of dialogue has him praising the exploits of Luis Suarez and Édinson Cavani.

Here is the translation of 'Popeye''s tribute (thanks to 101greatgoals.com).

Hello, I am Jhon Jairo Velásquez Vásquez - Popeye - the personal hitman for Pablo Emilio Escobar Gaviria.

I come to send a strong salute to the Uruguayan football team, and champions Luis Suarez and Edinson Cavani.

Receive all my love, my respect, you who are the strength of your people, the pride of your people.

From Medellin, Colombia, I aim to congratulate them for being great warriors.

Receive all my love and respect from these streets. Big hugs.
