We think there is a good chance that James Milner could be behind the @BoringMilner account himself. Well, it's either that or the real culprit may have been perfectly right to frequent the parody account so often, as judging by a recent interview with The Guardian, the profile reads more like a "best quotes" account than anything original.
Speaking on whether he knew who ran the account, Milner said:
We thought we were close. We were going through it at the club. There were a few tweets about Asda so I was asking the masseurs where they shopped. One did say Asda so I thought I was close but it turned out it wasn’t him.
Fascinating James.
If in doubt about the severity of his drabness, here's a few Boring James Milner Tweets.
I asked Joe Hart if he had a nice Easter. He said It was Eggsellent. I said that's a really funny joke because it's Easter & you have eggs.

It's a shame Liverpool scored a 3rd goal because I thought we might have scored the 3rd goal but Liverpool did instead. — Boring James Milner (@BoringMilner) April 13, 2014
I just asked Vincent Kompany if he kicked the wall because he was angry he got sent off. He said Yes, James.
