According to a "well-placed source" of the paper, "Clinton was fuming. He felt humiliated and felt the decision did not make sense."
The US bid made it into the final round of voting against Qatar but lost 14-8. If the reports in The Sunday Times at the weekend are to be believed then it looks like Clinton had good reason to think that the decision did not make sense.
