After taking the bell in the lead, Healy powered away from the opposition on the back straight, never letting up even as the finish line approached with a 30m lead.
She finished well ahead of Kazimierska Klaudia of Poland in second and Austria’s Anna Baumgartner in third.
It is Ireland's first gold medal of the festival and sixth medal overall.
Five of those medals have come in athletics, the other in the cycling time trial.
