The 14-year-old was just 0.07 behind Sedney Zoë of the Netherlands in first. France's Gémima Joseph placed third in 23.89.
Adeleke set a new personal bet in the first round of the competition, running 24.16 before winning her semi-final on Wednesday in 24.25. Though her time in the final was quicker than her PB, the wind of 2.5 m/s was over the legal limit.
It is Ireland's second sprint medal of the Games in Gyor. Earlier this week, Patience Jumbo-Gula of St. Gerards AC in Dundalk won bronze at 100m.
Overall, it takes Ireland's medal haul to four for the festival.
